IGP Files Murder Charges Against Ngozi Utomi, Policeman in Ogwashi Uku Land Grab Case

In a stunning development that has sent shockwaves across Delta State, the Inspector General of Police has filed conspiracy and murder charges in Charge No. O/21C/2025 against Ngozi Utomi and a serving Delta police officer, Inspector Ozoemena Samuel, for the cold-blooded daylight murder of Mr. Lucky Okonkwo, an indigene of Ogwashi-Uku.

The charges, filed at the Ogwashi-Uku High Court after what sources described as a “painstaking and uncompromising investigation,” have peeled back the veil on what many in the community now call the “Utomi Crime Family” — a notorious land-grabbing syndicate accused of terrorizing indigenes, intimidating lawful occupants, and fraudulently selling communal land to unsuspecting buyers.

According to confidential police sources, the Utomi brothers — Ngozi, Stanley, Chukwudi, James, Blessed, and others — allegedly conspired with Inspector Samuel Ozoemena to forcibly seize land at Edo Ogwashi-Uku without the consent of the Obi of Ogwashi-Uku, which they falsely claimed belonged to their family at Isa Ogwashi-Uku.

In the course of their violent takeover, the deceased, Mr. Lucky Okonkwo, who was peacefully reinstating survey beacons on the land, was shot dead in cold blood. Witnesses insist he was unarmed and defenseless at the time of his killing.

Investigations reveal that the Utomi family had already collected over ₦400 million in illegal payments from prospective buyers of the disputed land. These funds were allegedly used to bankroll their intimidation campaign, hire thugs, and enlist the protection of corrupt officers within the Delta State Police Command.

Shockingly, after the murder, the Utomi brothers allegedly boasted publicly in Ogwashi-Uku and across Asaba that they had “settled” police officers in Delta State and that nothing would come out of the death of Mr. Okonkwo.

Their arrogance, however, backfired, as lawyers to the deceased petitioned the Inspector General of Police directly — prompting Abuja to take over the case and expose the depth of the syndicate’s operations.

Since the charges were filed, community elders say the Utomi brothers have fled the town. Sources alleged that prior to their disappearance, the brothers were living flamboyant lifestyles, all while landowners were being dispossessed and community traditions desecrated.

An elder in Ogwashi-Uku expressed gratitude to the Inspector General of Police for “ending the impunity of the Utomi brothers” and vowed that the community would no longer tolerate their criminal desecration of Ogwashi-Uku land and heritage.

When contacted, the Palace Secretary to the Obi of Ogwashi-Uku, Prince Ifeakanachukwu Emordi declined to comment on the charges that had been filed but noted that the traditional ruler had received dozens of complaints about the activities of the defendants. He insisted that the Obi of Ogwashi-Uku believed in the rule of law and for justice to take its course.

Police sources in Abuja confirmed that while charges have been filed against Ngozi Utomi and Inspector Ozoemena Samuel, more arrests are expected, and the full syndicate will be dismantled. The community, long terrorized by this criminal network, is now hopeful that justice for the murdered Mr. Okonkwo will mark the beginning of the end of land-grabbing mafias in Delta State.
