Nigeria as a country since 1999 till date has had 12 inspectors general of police. They were appointed by the presidents then in office. They decide where the IGP should come from and who should be appointed.
When they appoint some officers that are junior, they retire the senior ones compulsorily from office as they cannot work with the junior officers who have been moved to positions of the Inspector General of Police.
