Speaker of the Delta state house of assembly, Rt. Hon. Emomotimi Guwor, on Tuesday said that the 8th house of assembly which was inaugurated on the 13th of June 2023, has made steady progress and has been an impactful and purposeful legislature within the year under review.
Rt. Hon. Guwor made the remark while addressing journalists during a press conference to mark the first year anniversary of the 8th house of assembly. The press conference was held at the legislators chapel and the speaker was flanked by other high ranking members of the state legislators.
He told journalists the Governor Sheriff Oborevwori who was former speaker of the house prior to becoming governor of the state, has immensely supported members of the house in the discharge of the duties to the people of Delta state.
He told journalists present that members of the house have also been supportive and ensuring and sustaining the efficiency and effectiveness in executing their duties to Deltans.
He said for the year under review, the house of assembly has lived up to its billings. He said: “We have not in any way lowered the bar, rather we have raised the bar. This is evident in the drafting and adoption of the 8th legislative agenda, which of course is a well thought out legislative policy trust, that is both responsible and responsive and in alignment with the policy direction of the M.O.R.E Agenda.”
“In the past one year, it has been giant strides of impactful and strategic legislative partnership engagement, interventions, cooperation and collaboration with the executive and judicial arms of government and other critical stakeholders in enhancing the implementation of the MORE agenda of Governor Oborevwori’s administration.”
He reeled out achievement of the house, saying the success recorded by the house was in fulfillment of its constitutional duties to the people of Delta state. He said the house successfully screened and confirmed all appointees of the state government, from members of the state executive council to members of commissions and boards.
Rt. Hon. Guwor noted that in the last one year, the house has considered some notable motions and adopted resolutions which were geared towards the welfare and security of Deltans. He listed not less than 20 bills, resolutions and motions some of which the house has moved and adopted for the smooth administration of the state.
These bills, according to the speaker, are intended to positively impact on Deltans in several ways, that is, in the social, economic, justice and environmental sectors of the state.
He added that the welfare of staff of the Assembly Service Commission is a priority to the leadership and members of the house, noting that the incident of last week was a fallout of a national issue about adoption of the Consolidated Legislative Salary Structure (CONLESS).
He explained that the state government has set up a committee to work out details of implementation, adding that the committee is already wrapping up the assignment. He said the strike embarked upon last week was not peculiar to Delta but a national issue.
“For the record, the state government is not owing or in arrears of salary payment to the staff of the Assembly. The house has consistently built the capacity of her workforce through training and retraining of the staff. We enjoy good working relationship with the staff of the House,” Rt. Hon Guwor stated.
He said the house will continue to deliver on its mandate of lawmaking, representation and oversight of government programmes, projects and policies, adding that “We will collaborate without compromising the independence of the legislature, with the executive arm of government to ensure development gets to every part of the state.
“The house will always support government policies that will ameliorate the economic pains Nigerians cum Deltans have been subjected to in the last one year. We trust that the MORE Agenda of His Excellency, Rt. Hon. Sheriff Oborevwori, our dear governor, will deliver dividend of good governance to our people.
“As we move on to the second session , we are more than ever before prepared and propelled to discharge our duties and responsibilities and ensure the policy trust of government, which is in consonance with our legislative agenda is fully implemented for the benefit and good of Deltans.”
