Nigeria unveils independent Tax Ombud to strengthen investor confidence and protect taxpayers

Nigeria has officially launched an independent Tax Ombud, a landmark reform aimed at protecting taxpayers’ rights, improving accountability in tax administration, and strengthening investor confidence as Africa’s largest economy pursues sweeping fiscal reforms.
The Office of the Tax Ombud, established under the Joint Revenue Board (Establishment) Act 2025, is designed to provide individuals and businesses with an impartial platform to resolve tax-related complaints without the high costs and lengthy delays often associated with court litigation.

Speaking during an executive breakfast session with senior business editors in Lagos, the Chief Executive and Tax Ombud, Dr. John Nwabueze, said the new institution would promote fairness, transparency, and efficiency in Nigeria’s tax system while supporting the government’s broader efforts to increase domestic revenue.
He explained that sustainable economic growth depends not only on effective tax collection but also on a system that respects the rights of taxpayers and treats businesses fairly.

According to Nwabueze, the Tax Ombud will investigate complaints against tax authorities, mediate disputes, identify weaknesses in tax administration, and recommend reforms that improve service delivery. However, he clarified that the office will not determine tax liabilities or replace the statutory functions of the Tax Appeal Tribunal and the courts.

“Our journey towards a modernized tax system will not be defined by laws alone; it will be defined by trust,” he said, emphasizing that rebuilding confidence between taxpayers and government institutions is essential to Nigeria’s long-term economic transformation.

To make its services easily accessible nationwide, the Office of the Tax Ombud will soon launch a digital complaints portal and a dedicated call centre. The platform will allow taxpayers to submit complaints online, monitor the progress of their cases, and receive guidance on tax procedures in real time.

The initiative is expected to benefit businesses, investors, and individual taxpayers by providing a faster and more transparent mechanism for resolving administrative disputes with tax authorities.
Nwabueze also urged the media to help educate the public on taxpayers’ rights and promote greater awareness of the new institution’s role in improving accountability within Nigeria’s tax system.

The launch of the Tax Ombud comes as the Nigerian government intensifies reforms aimed at broadening the tax base, increasing non-oil revenue, and creating a more business-friendly environment. Analysts say an independent mechanism for addressing taxpayer grievances could enhance compliance, improve the investment climate, and reinforce confidence in Nigeria’s evolving fiscal framework.
