Deacon Kingsley Otuaro, the immediate past Deputy Governor of Delta State, today extended heartfelt congratulations to His Excellency, Dr. Goodluck Ebele Jonathan, GCFR, former President of the Federal Republic of Nigeria, on his 67th birthday.
