Defending the bill before the house, Hon. Nwabueze said there are so many agencies and MDAs of the state government carrying out jobs which ordinarily should be done by the local government council.
He argued that the activity of waste disposal and regulation of PSPs falls within the purview of the local government, noting that people pay money to PSPs but most PSPs do not carry out the job they are paid for. Hence, he insisted that the job of organization of PSPs should be moved from state government agencies to the local government council.
