FAAN Clarifies: No Blanket Ban on Uber, Bolt at Nigerian Airports

Authority engages e-hailing operators to establish safety framework, not restrict passenger choices

The Federal Airports Authority of Nigeria (FAAN) has firmly denied imposing a blanket ban on Uber, Bolt, and other e-hailing services at Nigerian airports, stating that ongoing discussions with operators aim to create a structured framework for passenger safety and security.

In a statement issued Thursday, FAAN management clarified that its position “is not, and has never been, directed at limiting passengers’ access to transportation options or undermining the important role that e-hailing services play in providing convenient mobility to air travellers.”

The clarification comes amid public criticism and reports of restrictions on e-hailing services at major airports, including Murtala Muhammed International Airport, Lagos, and Nnamdi Azikiwe International Airport, Abuja.

ACHRAMS: Not a Competitor, But a Safety Tool

FAAN addressed misconceptions about its Airport Car Hire Rank Management System (ACHRAMS), emphasizing that the digital platform “is not an e-hailing application and is not intended to compete with or replicate the services provided by Uber, Bolt or any other e-hailing platform.”

According to the authority, ACHRAMS was developed primarily to:

· Provide operational visibility and tracking within airport environments
· Facilitate management of applicable concession and airport charges
· Ensure transport providers are “identifiable, accountable and properly integrated into the airport’s operational and security framework”

Why the Framework Matters

FAAN explained that airports are “highly regulated environments” requiring commercial transport providers to operate under a framework that gives authorities adequate visibility over vehicles and drivers.

The authority noted it had received complaints and observed operational challenges, including passenger solicitation and touting, making it necessary to establish “a clear and effective framework” for managing commercial transportation activities.

Constructive Engagement Underway

“FAAN and the affected operators are currently engaged in constructive discussions towards resolving the outstanding issues,” the statement read, expressing confidence that “a mutually acceptable understanding would be reached shortly.”

The authority acknowledged passenger inconvenience during the resolution process, saying it was “keen to conclude the discussions quickly.”

Commitment to Passenger Experience

FAAN reiterated that its overriding consideration remains protecting passengers while providing a “safe, secure, orderly and seamless airport experience.”

The authority reaffirmed its commitment to working with Uber, Bolt, and other mobility providers to ensure passengers continue to have “safe and convenient transportation options at Nigerian airports.”
